In many organizations the daily tasks of serving behavioral health clients  prevent staff from engaging in sustained efforts to initiate performance improvement plans.

Performance Improvement Plans

BHES assists organizations, such as California counties, in designing and executing Performance Improvement Plans (PIPs) that work in a real world setting.

Services include:

  • Problem formulation
  • Data Mining and analysis
  • Working with staff and stakeholders to design the PIP
  • Assisting with implementation of PIP activities
  • Interpreting results
  • Drafting the PIP report for submission to external quality review organizations 
  • Setting up a Quality Improvement Program and establishing Quality Improvement Committee(s) (QIC).

Performance Improvement Project Example

Decreasing Physical Restraints

An example of a Performance Improvement Project Rikke has led was aimed at decreasing the number of physical restraints in a level 12 group home. 


  • Establishment of PIP committee: Initial discussions included group home administrators, residential counselors, and clinical staff to review restrain data and determine a baseline from which to track progress.

  • The second phase included enhancing data collection in the area of physical restraints by identify time of restraints, location, client ratios, staff, and reasons for restraints. 

  • Upon review of data, services were adjusted to prevent restraints from occurring due to what became perceived as preventable situations. 

  • Continual data collection was initiated to track progress towards the goal of decreasing physical restraints.
