What is SCALE? SCALE stands for Standardization, Collaborative Infrastructure, Agile Technology, Learner-Centered Implementation, and Equity. BHES developed this framework, which promotes a structured approach for creating a shared, coordinated, and adaptable learning and evaluation approach across diverse programs. It helps bring multiple service providers, each with different tools, priorities, and program models, into a unified data ecosystem, balancing standardization with flexibility.

SCALE does this by applying a framework that includes:
WHY SCALE? Evaluators often work with diverse providers who use different programs, tools, and outcome measures making it difficult to see the overall impact. SCALE creates a common data framework with shared metrics, consistent reporting, and aligned outcomes, while still allowing each program the flexibility to tailor data collection workflows, selections of approved measures and metrics. As a result, the initiative can tell a clear, credible story about impact.
